Biennial Report on the Effectiveness of Drug and Alcohol Abuse and Prevention Program (2017-2019)

This report is written May 5, 2017 and includes information gathered from May 2014- May 2016


International Business College (IBC) is committed to establishing a drug and alcohol free campus. Additionally, IBC is committed to making every staff, faculty and student on campus aware of the dangers of alcohol or drug abuse and prevent any such abuses from happening on campus. The effectiveness of the IBC Drug and Alcohol Abuse and Prevention Program is outlined in the following report. This report is written biennially to comply with the US. Department of Education regulations found in 34 CFR §86.100(b).


International Business College supports a drug-free environment and will not allow the unlawful possession, use or distribution of illicit drugs or alcohol on or off campus. As a condition of acceptance International Business College students agree to random and for-cause drug testing or search throughout their attendance as set forth in International Business College’s Substance Abuse Prevention Policy. A violation will result in taking appropriate action up to and including termination.

Every two years, the Drug and Alcohol abuse prevention program will be reviewed and analyzed by the administration of IBC.

The review will be based on the following areas:

The current Drug and Alcohol Abuse and Prevention Policy Input from staff/faculty on improving drug and alcohol awareness Data from surveys from students about their current alcohol or drug consumption. Training students/faculty and staff of the dangers of alcohol and/or drug abuse and its prevention.

Effectiveness of the Drug and Alcohol Abuse and Prevention Policy

The IBC Drug and Alcohol Prevention Policy strictly prohibits the illegal use, possession, manufacture, dispensing, or distribution of alcohol, drugs or controlled substances in the workplace, on its premises, or as a part of all school sponsored activities. A violation of this policy is considered a major offense, which may result in requirement for satisfactory participation in a drug or alcohol rehabilitation program, referral for criminal prosecution, and/or immediate disciplinary action up to and including termination from employment and suspension or expulsion from the school. A criminal conviction is not required for sanctions to be imposed upon an employee or student for violations of this policy. Violations of applicable local, state and federal laws may subject a student or employee to a variety of legal sanctions including but not limited to fines, incarceration, imprisonment and/or community service requirements. Convictions become a part of an individual’s criminal record and may prohibit certain career and professional opportunities.

The following is information is provided in accordance with the Drug Free Workplace Act of 1988 (P.L. 100-690, Title V, Subtitle D) and the Drug Free Schools and Communities Act Amendments of 1989 (RL. 101-226).

Analysis of Findings:

During review of the current methodology of disseminating information about the dangers of drug and alcohol abuse, it became apparent to the administration of IBC that not enough material about the dangers of drug or alcohol abuse was available to students.

Corrective Action based on the Review: After reviewing alternatives for fast dissemination of dangers in the drug and alcohol prevention, it was decided by administration to create a sub-title of Drug and Alcohol Awareness on the IBC website. The drug and alcohol abuse and prevention policy was placed on this webpage in May 2017 to assure all students/ staff and faculty could easily obtain the information about drug and alcohol abuse and prevention.

Any incidents or reports of alcohol and/or drug abuse on campus and accumulated by the administration of IBC will be listed annually on the IBC website.

Additionally, the following information was added to the drug and alcohol abuse prevention policy and is so written on the website: “International Business College has a policy of maintaining a drug-free school atmosphere. All students are hereby notified that the unlawful manufacture, distribution, dispersion, possession, use of a controlled substance, or alcohol, or the presence of a controlled substance or alcohol in your body’s system is prohibited on this institution’s premises. These “premises” are defined as all school property, including building interiors and exteriors, sidewalks, parking lots, privately-owned vehicles parked on school premises, as well as desks, lockers, and storage areas. This prohibition applies to students’ performing any school related tasks or attending any school-sponsored functions, including field trips, regardless of location on or off school premises.”

According to the Drug Free Schools Program, International Business College may conduct a reasonable search of a student’s work area, locker, vehicle (driven on or parked on school property), or other personal items. Continued enrollment is contingent upon your submission to a reasonable search.

Corrective Action based on the Review: As of the writing of this biennial report: there have been no searches of any students or staff/faculty members in the biennial period.

According to the severity of the violation, in the judgment of school authorities, the following disciplinary sanctions will be imposed upon students for drug or alcohol abuse violations occurring on school premises:

  • Oral or written reprimand.
  • Suspension from school.
  • Mandatory entry into a drug or alcohol abuse counseling, treatment, or rehabilitation program. If referred, failure to enter and successfully complete such a program will result in immediate termination.
  • Immediate termination without referral to a treatment and rehabilitation program.
  • Referral of violation to local law-enforcement agencies for prosecution.

Corrective Action based on the Review: As of the date of the writing of this biennial report, there have not been any terminations of student, staff or faculty based on drug or alcohol abuse.

Student input was not sufficient in the gathering of information from students as it relates to how many students are currently using drugs or alcohol. A tool to assist students in allowing them to express their own individual needs for help was lacking.

Corrective Action based on the Review: As a result of need for more information from students regarding current drug or alcohol consumption, the administration of IBC developed a student survey to be given to students about current drug use. The students would be asked to submit the survey anonymously. The survey will be e-blasted to students using the IBC website in June, 2016. Results of the survey will be evaluated by the Dean and made available to the staff/faculty ant the July staff meeting.

Drug and Alcohol abuse awareness and prevention should be an integral part of teaching within classes. Class appropriate material should be added – especially to the allied health programs. Instructors should attend an in-service on drug and alcohol abuse and prevention.

Corrective Action based on the Review: Instructors will attend an in-service annually on drug and alcohol abuse prevention and share information with students in class. Drug and Alcohol abuse and prevention instruction will be added to instructor syllabi by July, 2016.


IBC has a robust and well written drug and alcohol abuse and prevention policy; however, more effort needs to be made to disseminate information about the policy to students/staff/faculty. In the following months of May 2017-May 2019, IBC is committed to becoming more proactive in gathering information from students, staff and faculty with the ultimate goal of enforcing the drug and alcohol abuse prevention program and assisting students/staff and faculty to the proper areas for assistance.
